I assume that Small PB means the pullbacks are shallow, not deep. The bars that are marked as "Small PB Bear Trend" on Jan 18, 2022 does not seem be shallow PBs. They are more than 50% deep. Am I missing something here? How do we define Small PB trends? By number of bars in the PB? How many legs and PBs do we need to see before we can say it is a Small PB trend?

At 8:00, the video shows "PB all less than half the size of average bar". What does it mean? Does it mean that the bars in PB are generally small?
Yes, they are usually smaller than the average bar. This does not mean that all of them have to be smaller and sometimes they even aren't small at all. In those situations you can use any of the other creteria explained in the video.
